OSError dans Geodjango : [WinError 127] : La procédure spécifiée n'a pas pu être trouvée.

J'essaie d'utiliser Django avec Geodjango J'ai suivi toutes les étapes de la documentation, mais j'ai toujours obtenu cette erreur en essayant de faire des migrations :

OSError: [WinError 127] : The specified procedure could not be found

El models.py est correcte, j'utilise de geodjango site, et c'est mon settings.py
